JC to evaluate merit of SB Bill 31 referendum

UST's student literary magazine and student newspaper will be governed by a publications board overseen by the Vice President of Academic Affairs John Hittinger, if the judicial council upholds Senate Bill No. 31.

The Student Government Association unanimously passed the bill March 27, creating a publications fee and board. The only requirement for the publications board, under the bill, is that it must have at least one student representative. Vice President for Student Affairs and Enrollment Services Steve Sutton said the student would be chosen from the SGA.

Cauldron editor Allen Graziadei filed a complaint with the judicial council because he believes Senate Bill No. 31 violates the SGA constitution, which outlines that students have direct control of student activity fee funds. The bill gives UST administration a large chunk of the student activity fee without any oversight by students, according to Graziadei.
 
Each semester, full-time undergraduate students pay $84, part-time undergraduate students pay $47 and graduate students pay $21 towards the student activity fee. In the past, these funds have financed campus activities such as social events, club conferences and student publications.

The SGA distributes the student activity funds at the end the academic year to the Student Organizations Committee: itself, the CoC, the SAB and the Sports Club Association. Previously, the SGA also allocated funds to Laurels and the Cauldron as part of the SOC.

Under Senate Bill No. 31, student activity fee money to fund Laurels and the Cauldron would be shifted to Hittinger's office. The change was made because of the academic component that these student activities posses, Sutton said.

Roy Mitchell, senior political science major and former SGA president, said he would not answer any questions about why and how the SGA created the publications fee until after the judicial council hearing.

Current SGA president Joshua Gautreau, senior finance major, said the SGA created the publications board and fee because it felt that both the student newspaper and literary magazine would be best classified as academic rather than student organizations.
